Nothing much will change as long as the Lauentian Elites pull the strings in Canada. Next time you shop at Superstore or Loblaws and line Galen Weston's pockets you're helping fund the real puppet masters.

Chuck is actually more narrow minded than his pet target group. He isn't able to have a conversation about equal representation. He is unable to admit that all regions deserve the same voice that Quebec has. He's okay with 3 cities speaking for all. He's also okay with tossing flags in the air to detract from the truth.
In his world if we all voted for one party, we'd all have a seat at the table. He's lived with this belief so long any questioning results in his need to dumb it down.
If he can't see what is dysfunctional in our system he's nothing more than a part of the problem.
If he's of moderate intelligence he secretly knows that equal regional representation would have killed his beloved cwb decades earlier. He's an empty paper sack.
I don't care where he physically lives.
But here in the real world, the color of my riding has never mattered. Never has, and to Chuck's delight it never will.
Can't even call him an a hole because even crap had a useful past and a productive future.

To answer original question.
Our diverse collection of self interests killed any chance. Read Quebec.
Any constitutional talk is an instant fail. Agreement on any issue has been increasingly difficult since confederation. Like a dysfunctional teenager certain jurisdictions have exploited this until nothing can ever change.
