Okay, let's play that scenario out.
On the first day, there will be no one to keep the power grid operating, or the oil and gas flowing. So you will have the entire population freezing in their dark homes.
Assuming you apply your rule to the police as well, there'll be no one to enforce this so anarchy Will rain supreme. And even if you do allow the police and emergency services out, they won't have any fuel to go anywhere, to attempt to stop the anarchy. A few days later we will all run out of food thanks to our just in time supply chain.
After about a week of anarchy, a disease with a 99% survival rate will be the least of anyone's worries.
