I highly doubt Trudeau is stepping down or calling an election. Even though I detest him an election would be a waste of time and money for the same result and handing the reins over may be even worse than what we currently have.

My guess is he is asking the GG to Porogue parliament due to the "dangerous and disrupting" protests. Thereby being able to ignore the protesters while not having to leave his hiding spot and at the same time ruling Canada as he sees fit without parliamentary procedure.
