The blockades might not have even been considered if governments had not turned a blind eye to a series of blockades and occupations going back several years, whereby the police were instructed to do nothing because of the political views of the protesters. The Haldimand tract debacle is but one example.
Driving slowly down a road is not illegal. Blocking traffic is illegal, but if large enough numbers of people engage in it and frequently enough, the police simply run out of people to enforce it. The protests have devolved into a pointless game of whack-a-mole which is only going to end when the governments, both federal and provincial, start taking the protests seriously and negotiate. Negotiation has not been made easier by governments which sought to smear and demonize the protesters from day one.
Marginalized, psychologically battered people will eventually feel that they are backed into a corner and have nothing left to lose by engaging in "unapproved" activities. What did people think would happen when the state invoked perpetual lockdowns for over 2 years?
