The few I've paid attention to appear to be nicely reverting to prairie grasses. Your last sentence accurately describes the state of the bureaucratic mismanagement of the reclamation industry right now. There is no budget left over to do anything by the time all of the bureaucrats and consultants and endless studies have been paid.

If you took into account the amount of fuel used, labour, vehicles,sorting, processing of recycling the cost would astronomical. Big trucks driving from village to village and cross-country picking up recycle paper, that probably goes to the dump anyway. Another, “green” big idea!
