Supposed to snow here in NE AB. It has to do with your second answer, having a single seller, but allowing farmers the full freedom to cash 'sell' or futures 'sell' or basis contracts or be a part of the pool even, but having the CWB actually be the only one 'selling'.
It would be an all out extension of the existing programs like FPC etc, but with those programs expanded to operate like a fully open market. Instead of like me and all the other individual producers selling for example canola, for wheat it would be that same open market concept, but the one 'seller' would be the CWB.
Far out there and probably not workable, but maybe some discussion would spur more ideas that are actually useful.
