OK... you are the PM and in a minority... what would you do?
Implementation is ALWAYS the problem... especially in a minority parliament.
The NDP is in the drivers seat here on most issues... with the BQ's support being the requirement to put an issue forward.
CP we knew this would be difficult.
With the accountability act now past... we have the first concrete issue dealt.

HARPER SAYS NCC TO CONTINUE ADVERTISING DURING WHEAT BOARD "ELECTIONS"
DESPITE GAG ATTEMPT
(Oct 5) The National Citizens' Coalition says that it will continue its
fight against the Canadian Wheat Board during the so-called "elections" for
Directors this fall.
"Farmers have a right to know what is wrong with the Wheat Board and its
policies," says NCC President Stephen Harper.
"They also have a right to know what a sham this entire electoral process
is."
NCC ads will point out that, under Wheat Board legislation, the federal
government has effectively stacked the election by gerrymandering the
electoral districts, selecting its own voters (including tens of thousands
of non-farmers), directly picking one-third of the winners, and limiting the
mandate of the Board.
"Our ads will point out that Wheat Board Minister Ralph Goodale seems to get
his definition of democracy the same way Chretien does lately - from people
like Suharto and Castro,: says the NCC leader.
The NCC campaign was welcomed by the Canadian Farm Enterprise Network
(CFEN), which has ridiculed the election process, calling it a "demockery".
Harper hopes NCC efforts will remove the "chill effect" that Ottawa is
attempting to impose on Prairie farmers through restrictions on free speech
and advertising contained in recently released election regulations.
Harper notes that "the NCC position is that such gag laws are
unconstitutional and unenforceable. We intend to freely express our
political opinions using our own resources. We encourage other organizations
and individuals to do the same."

Flaman Surprise
CANADIAN FARMERS FOR JUSTICE WILLING TO TAKE CWB TO SUPREME COURT - U.S. farmers may find an unlikely alliance against the Canadian Wheat Board (CWB) in the Canadian Farmers For Justice (CFFJ), notorious for their illegal cross-border grain shipping last year. CFFJ Spokesperson Rod Flaman said recently that the group has applied to Industry Canada's competition bureau, asking that the wheat board's "alleged restrictive trading practices" be investigated.
The bureau denied the application, saying the board was acting within its statutory rights, and referred the complaint to the justice department. CFFJ is now raising money in the hope of spurring the competition bureau into action. "It would be nice to see the competition tribunal do what it was set up to do," said Flaman, adding that the farmers will pursue this case to the Supreme Court of Canada if necessary.
The heart of the issue is the board's buy-back policy. Flaman says the buy-back is unfair because farmers have to pay the asking price at export position in Vancouver or Thunder Bay, Ont., plus freight charges to get their grain back.

Rod Flaman won't be going to Winnipeg and states that "this does nothing to lend credibility to the Canadian Wheat Board or its Directors Elections. Flaman also said that "The invitation to go to Winnipeg to be a part of that 'dog and pony show' is an insult to prairie farmers and anyone who believes in democracy."

As I understand it the new Conservative government has put off anouncing the Bio-fuels stratagy again It was promised in the election Jan. 06, as said to be released in the spring of 06, then pushed to Nov. 06 now I am hearing that it will be sometime in the new year. This Issue is one of great importance to rural Canada and many projects are on hold untill it is anounced. We are loosing investment to the U.S. and will soon be left in the dust again. This is something that sould have all party agreement what is the holdup?

The long gun registry which I would say was more a sympton of liberal arrogance, just keep pouring money down the pit as long as it gets votes in central Canada, its only taxpayer money.
I can see why its tough to Kill in a minority parliment , but it just has to be done.
If you Add up the list of half promises in order of most to least importance Equalization, Bio-Fuels stratagy, CWB reform,Gun registry.
I wonder if I 'll show up next year, but then again I'm to young to be cinical
