I do blame the feds. The CWB act is a federal one and that is what is responsible.

Everybody on this thread needs to really read one more time, what the grainguy says.
No twice, because it's bloody observant:
"If the CWB has been doing such a good job of looking out for western Canadian farmers interests and they are the only thing standing in the way of US multi's taking over Canada, how is it that virtually all of our barley and wheat processing industries have already been taken over by US multi's under the CWB's watch?"
Grainguy is the bright one in the class, for sure, and old wilagrow needs a remedial class for saying,
"The CWB had NO power to stop foreign control of our grain processing industries."
How many times have you been told, wilagrow, that
1.the CW issues export licenses to the feed multinationals, and allows them to BYPASS BOARD MARKETING AND POOLING! So how do farmers benefit? Do you think paying for the multis' bookwork benefits farmers?
2. The CWB itself allows foreign grain to be IMPORTED into Canada any old time. How does that help farmers?
3. The CWB has done nothing to help Canadian companies wanting to start-up. And Western Canadian companies? Zippity-do.
The CWB is teaching Indonesians about noodling, and Beijingers about breadmaking, but if a Western pasta maker wants help, and I think it's Vader always preaching this one, the pasta-patsy is told "Your business plan isn't up to snuff". Go home.
The CWB prefers to sink a bunch of cash in teaching the third world to make pasta, though.
You blame Mulroney for foreigners invadading what the CWB puts on a silver platter for them, but the blame lies with the CWB for not helping their own.
wilagrow, your arguments have as much credibility as those limp noodle ideas being peddled in Asia.
Teaching the Asians to make noodles!
