IMHO the likelihood of a 25% across the board tariff happening is zero.

Most of what Canada exports is raw product to supply American processing industries.

At my closest crossing, the US Customs has a separate building all together where they stop anyone leaving the US for Canada. It's only open periodically, like couple times a month at most. But they do stop people and grill them on what they are doing or what they are removing from the country.
