The US does not need our oil and that is why the pipeline was not constructed. They have enough oil and producing will benefit their economy more than importing it.
Also many, or most, of the American producers have divested and pulled out of Canada over the last few years so there will be little lobbying pressure from US interests.
Of course they could buy back in at the drop of a hat if conditions were favorable.

And maybe, who defends Western Ag in national policy begins with the expectation that someone should.
For example, Bill C 293 had a very short line up in Sask.. again AB took a position on it.
