After months of not seeing any open market business plan from the cwb: Minister Strahl himself decided to send Ken Ritter a letter in his own handwriting to let him know he was still waiting to see the boards plan.
Ritter opened the letter and it appeared to contain a coded message: 370HSSV-0773H
Ritter was baffled, so he e-mailed it to Bill Toews. Toews had no clue either, so he sent it to the NFU. No one could solve it so it went to CIGI, then to the CGC.
With no clue as to its meaning, they eventually asked the Winnipeg Commodity Exchange for help. The WCE contacted the CWB:
"Tell Ritter he's holding the message upside down."
