Perhaps we should have North American regulations (Include Canada with the same type of legislative principals) in effect since our rail industry is integrated?

House Transportation and Infrastructure Committee Chairman James Oberstar (D-Minn.) and Rep. Richard H. Baker (R-La.) led a bipartisan group of their colleagues this week in introducing the Rail Competition and Service Improvement Act of 2007, H.R. 2125.
This legislation is intended to address the needs of rail customers who are without access to rail competition; to provide new remedies to rail carriers; and to correct some past decisions of the Surface Transportation Board. The bill also contains language which would establish a new arbitration system for agricultural shippers. A similar bill was recently introduced in the Senate.
Representatives joining with Oberstar and Baker in introducing the bill included: Marion Berry (D-Ark.); Timothy J. Walz (D-Minn.); Trent Franks (R-Ariz.); Ron J. Kind (D-Wis.); Rodney Alexander (R-La.); Charles W. Boustany (R-La.); Mazie K. Hirono (D-Hawaii); Mike Simpson (R-Idaho); Stephanie Herseth Sandlin (D-S.D.); and Earl Pomeroy (D-N.D.).
Since 1980, more than 40 Class I railroads have consolidated into just four Class I railroads serving the entire North American continent. These four major railroads – two in the East and two in the West – control more than 95 percent of the railroad business.
