    define closed????

From the 2008-20009 pro ( got it right this month) I would think closed means no more sales apparently closed means we've selected all the barley we think we can sell now we have to sell it.

"At this stage in the marketing year, the old-crop pool sales are nearly complete and the impact of market price declines on the old-crop PRO is moderate"

Not a lot but suspect there is some business to be done by domestic brewers. My understanding is domestic brewers can only price 90 days out. Month of May would likely still have pricing to be done for August/September (delivery by farmer July and transportation/storage/processing late summer). The end crop year cash plus was for export and perhaps some late season export business by maltsters.

Other than domestic brewers, don't know what other business would be done. Closed is always a matter of definition however.

May also be because the CWB allows maltsters to overselected their contract needs by some volume (forget what percentage). could be some maltsters are over selected without domestic brewery/export business to back up their farmer commitments/contracts. CWB could be working with the maltsters to bring this number down.
