CWB changes fine print on GrainFlo

Last week I did some research on the GrainFlo contracts and printed out some information from the CWB website. The website said that the contracts were transferable to other farmers up until 15 days prior to the expiry of the delivery period, however today I found out that the contracts will not be transferable. I find it frustrating that the board is changing the rules a week before the sign up - I usually like to do my homework before hand and not have to redo it the day before the deadline in case the fine print has changed. I understand that they are trying to prevent abuses of the program but is there no one on staff that can think this stuff through ahead of time?!

This is to prevent what happened with the Daily Price last year where some companies signed up lots of tonnes for a few producers, and then spread out the contract to more producers... I think they are trying to give everyone a chance. so instead of filling up in 1 minute it may take 2 or 3.
