Are there any good sights that help with designing web pages? What has to happen to reserve your space? I had a neighbor ask me about it & I knew there would be some advice here for both of us.

If you are designing your page for a primarily rural audience keep in mind band width restrictions. Nothing ticks of a rural user more than having to wait for graphic intensive or Flash animations.
As far as mounting your site, PLEASE don't use the "free" sites like Geocities. They inundate users with pop up adds and in some cases spyware. Try to find a regular Internet Service Provider (ISP) to host your site. You may even go as far as registering your own domain name. It will be money well spent in the long run.
