Anhydrous on wild oat infested land?

I am planting RR DKL 34-55 canola on some land that needs to be cleaned up of heavy wild oats. Do I skip the wild oat areas when applying Anhydrous? Last yr with the drought you could see where the Anhydrous knives went. The barley didn't want to germinate. I wondered if it was worth spraying, sprayed late and with the N the wild oats did well. Most of this area didn't get worked last fall so it got worked under last week eliminating a pre seed burn off. The previous owner never used fertilizer and rarely herbicide.
