whats up with potatoes being refused entry into Canada

I just came back from the US today and noticed a huge dumpster of potatoes just prior to the customs office. I then noticed a sign saying all potato products banned from entry. When I asked the custom officer she did not seem to know. Can anyone enlighten me on why this is so?

Their was a discovery of Potato Mop top Virus in several states which has effected who can send potatoes to Canada because we don't have it but I thought their was a working agreement on that. I will check and post back to the site.
