The Flagstaff County has held two public meetings in October to discuss and receive public input on land use by-law changes, amendments or entirely new by-laws. Most of the concern at these meetings was over the question of how by-laws could be developed to regulate the actions of large CFO's. Many people had the feeling that the NRCB is now in total control of CFO regulations but this is not necessarily true. The NRCB still looks at local county land use by-laws before they issue a permit or approval and if they determine that these by-laws are responsible, well thought out and take into consideration the wishes of local citizens, then they can have some real impact on the conditions that would apply to an approval which they would issue.
