Adoption is hard because contrary to what one may think there just isn’t the babies around looking loving families. Perhaps contraceptives, morning after pills, or abortions are to blame but declining birth rates and people having options and being more careful maybe. Still though certain portions of the population breed like rabbits with little regard for consequence and the children have no chance but don’t really make up a sizeable portion of the population but that’s for another time.

There always has been a segment of the population that is whole dependant on government payments that see more children as a larger cheque and more payments. Saw it even in small town grade school in the 60's.

Larger families need more subsidized income. More subsidies lead to larger families.

If your 16 and have a dependent child you get your own cheque.

Know of 1 who birthed 7 and has one not in foster care. Kids all screwed up and she’ll probably catch again. It’s not even a racial thing. Problem is the responsible contributing members aren’t out breeding them. They got no time.
