    floor crossing

For anyone who cares, a private member's Bill (C-251) was put before Parliament and reached a vote.

    Text of the bill was:

An Act to amend the Parliament of Canada Act (members who cross the floor)

    1. The Parliament of Canada Act is amended by adding the following after section 30:

30.1 (1) If any member of the House of Commons crosses the floor of that House, the member’s seat is thereby vacated and the member’s election to the House is void.

    2) For the purposes of this section, a member of the House of Commons crosses the floor of that House if

    (a) the member ceases to sit among the members of the House belonging to the party that endorsed the member’s candidacy in the election in which the member was returned to the House and commences to sit, at any time during the term for which he or she was elected, among members of the House belonging to another party in the House; or
    (b) the member, having been elected as an independent in the election that returned the member to the House, ceases to sit as an independent and commences to sit, at any time during the term for which he or she was elected, among members of the House belonging to any party in the House.

    (3) If a member of the House of Commons crosses the floor of that House, the leader of that party that receives the member shall, without delay and in writing, notify the Speaker that the member has crossed the floor of the House.

    (4) If a vacancy occurs in the House of Commons by reason of the fact that a member has crossed the floor of that House, the Speaker of the House shall, without delay, on receipt of a notice under subsection (3), address a warrant of the Speaker to the Chief Electoral Officer for the issue of a writ for the election of a member to fill the vacancy.

    (5) If, when a vacancy occurs as described in subsection (4), or at any time thereafter, before the warrant of the Speaker for a writ has issued, there is no Speaker of the House or the Speaker is absent from Canada, the leader of a party referred to in subsection (3) shall address his or her warrant, under his or her hand and seal, to the Chief Electoral Officer for the issue of a writ for the election of a member to fill the vacancy.

    (6) The definitions in this subsection apply in this section.
“election” means a general election or a by-election.
“leader of a party” means a member of the House of Commons occupying the position of leader of a party in the House of Commons.
“party” includes a party in the House of Commons that has a recognized membership of less than twelve persons in the House.

    (7) For the purposes of this section, a member of the House of Commons belongs to a party in the House of Commons where he or she is recognized by the party as belonging to that party.

Read the "yays" as those opposed to democratic reform and taking power away from the people. Read "nays" as those for democratic reform and taking power away from the party leader.
Not to hard to figure out which is more democratic? Sad to see my own MP(Mills) is for dictatorship!

As I read it, any party member could still leave their party and sit as an independent, in which case I'm glad my MP (Kramp) supported it. If for some reason you can't remain a member of your current party, you should have the courage to either sit as an independent or take your choice back to the people, not just go to whoever else offers you the most.

I gave the wife roses last night. I called my Dad this mornin to make sure he didn't forget, and the old boy pulled off a romantic dinner last night with roses and all. I guess that's where I get it from.

That may very well be the best solution dalek. They were talking about this exact thing yesterday on the Rutherford show in Calgary?
Apparently Emmerson could have sat as an independent and still been appointed to cabinet...or he could have stayed a Liberal...and been appointed to the cabinet! The leader of the party can put whoever he likes into cabinet.
In the end Emmerson might just make a decision to sit as an independent after all...while still remaining in the cabinet!

He would only remain in cabinet at the pleasure of Harper.

What a great gift! That was the number one item on every Christmas list I ever wrote when I was a kid.

Bought my wife a lovely bunch of flowers including her favorites. What did I get? nothing I was however reminded about everytime in the last 20 years that I forgot a special day.

So this special advice to all husbands and boyfriends, if you give your special someone a gift and they were to busy to get you something, forget it. Don't try and make a big deal about it. As my hero once said women do 99% of the things around the house but they are not as proud as us men who do 1%
