    Hey Great a Farmer is a Farmer no matter where he is from. Were not against you its the fact that this is Canada a program in one province should be the same in another.
    Explain the Wheat program in Quebec.

          The ASRA board has only one rep from the provincial government. The government puts the money in and The farmers run the program, a carrot of land taxes refunded is the incentive to join. So most everybody does.

          In 1999 the 120/ per acre on feed grains was the net...farmers did not have to pay any premium up front.

          I have been posting about this issue for years now and my information comes from "THE ONTARIO FARMER" paper and from a farmer who lives just over the border from Quebec. Also from a couple of web sites there.

          Funny that the "WESTERN SEDUCER" never turns on the lite for us western mushrooms and the Wheat Board belivers to see. for that matter what western polititian of any stripe has!!

            My god I didnt realize it was that bad between what we get and what Quebec gets.
            But look they have one farm organization that represents them in western Canada we have hundreds so the feds divided and fall or do nothing and please no one.
            If the CWG or any of these BS organizations would realize that something has to be done instead of just their narrow views.
            Most CWG are sitting on daddys farm and havent changed any thing since 1962 and feel that they now what is happening with farmers.

              From 1991 to 1999, there was a 78%reduction in direct federal expenditures in support of the agri-food sector in Sask. and a 69% reduction for Alberta. In the same time period there was only a 27% reduction in Quebec. I am NOT bad mouthing the Quebec farmer but I do "bad mouth" a system that bleeds money from Alberta to "lavishly" support farms in another province. If Alberta farmers don't mind this at least you would think they would rise up and insist that the money goes to there neighboring province where there grandpa and uncles farm.
              Now that is just the federal expenditures! What about the "lavish" support of Alberta dollars the Quebec farmer gets through their provincial government via federal transfers...hush-hush...were not supposed to know. While I have seen my Saskatchewan assets drop in value 50% in the last 10 to 15 years, in Quebec the high level of Quebec government support is a major reason why average net worth of grain and oil seed producers increased 51.3% compared to 12.7 per cent in Ontario from 93 to 97; during the same period, average assets in Quebec increased by 53.5 per cent compared to 15.8% in Ontario.
              When total crop receipts for Quebec were just $1.3 billion as compared to Ontario’s $3.1 billion the Quebec Ag ministry spent $527 million while Ontario's spent just $372 million! Neat what you can do as a "have not" province while Alberta sleeps.
              I have said it before in these threads, what does a pick pocket do? He makes you look the other way! So we are told to look and blame the U.S. and Europe, while with in our own country the 21 year old Quebec ASRA programs (indirectly funded with ALBERTA money) heaps impressive benefits on, for example, in Quebec a 780 acre corn grower over a 9 year period ending in 99 amounted to $580,000, or an average of $64,445 per year with a 99 provision of $99,480! Not bad eh!
              This program now includes all ag production and guess what, it is acreage based, cost of production based, and also has an interesting aspect to it in that the benefits are based on 90% of a skilled workers wages in Quebec, ie. nurse, teacher, government employees, etc.
              Could this be why the average age of farmers in Quebec is much lower than say Saskatchewan?

                land tax rebate is not related to asra,you need to be a registred farmer,environemental plan to date and having paid you upa cotisation,asra is run by a gov agency but upa is on the board,canneries product is not covered by asra.

                  Indirectly it is related. To qualify for the rebate (which is very high) one must be a member of the UPA which inturn makes you eligible for ASRA benifits.

                  How the Quebec program works is interesting but the issue here is why is agriculture worth saving and maintaining in Quebec, but expendable in the west??

                  Why have our leaders, both political and agricultural over the years deflected attention from what goes on here in our country to jurisdiction's where we have no say. What does a pickpocket do...make you look the other way!

                  Could it be we are led by wolf's in sheeps clothing...like liberal leader Klein, Romono, Manning...who for their eastern masters do their duty to maintain the colonial status of western canada?

                  We've bin conned! I admit it.

                  Lets read Straul and Harper the riot act!

                      IVBC if you are so good at getting things on the alta ag ministers desk why dont you get us some of that money before it goes east , Mabey you are backing the wrong horse AKA Ralph he has all these billions of dolars in good part because we in agri havnt been paid for yrs.

                          NO no, it is NOT MY CONTENTION that agriculture not be supported. If you reread my comments you can see that I do not believe there has ever been a free market and that agruiculture must be supported.

                          However the Quebec program should NOT BE paid for with Alberta money BEFORE Alberta's own are supported to the same level!!

                          Just because I got it onto your ag ministers desk does not mean I support Ralph....quite the opposite in fact.

                          I have been clear here for years that I am a western seperatist.

                          You are the only one here that would suggest otherwise.

                                Stormnorm, the nail I am trying to hit is the leadership in the west that says what happens everywhere else, can't be done here.

                                You have a great program, I have described it as "lavish" in the past.

                                But you must admit that if it where not for the constitutionaly entrenched equalization scheme, you would not fair so well.

                                But the governemnt (Liberals in the past) and your Quebec government have understood that agriculture is an honorable way to make a living and should be supported to insure its vitality and generational turnover.

                                I pointed out further up that former priministers...listening to some voices in the west, have been only to happy to throw western agriculture to the mercy of the "free market" even though none exsists, except in their idilogical minds.

                                The result of this misunderstanding results in some people, who are hurting big time, to start attacking their neighbors who are doing other things, declaring that they are prospering to much.

                                They want government to step in and bring equal results. This is wrong because it has been well established throuhout history that a government big enough to give you everything you want...would also be big enough to take every thing away.

                                This is sad...they are missing the big picture. Their noses are pulled up so close to the canvas they can't see.
