ERs are overwhelmed because there are not enough doctors to provide primary healthcare. So people who could easily treated by their family doctor are showing up in overcrowded ERs because there is no where else to go. And then there are seniors who are stuck in hospitals because there are not enough long term care beds.
The provinces are primarily responsible for the healthcare crisis because they are under funding primary healthcare and under funding education spaces for healthcare workers.

Canada falls short in several areas of health care in comparison to other OECD countries, report says
​"Overall, Canada has 24.4 physicians for every 10,000 residents, leaving it lagging well behind the other nine OECD countries, the report says. Norway has the most, with 50.5 physicians for every 10,000 residents.
With fewer physicians in Canada, family doctors must step in to support other parts of the health system, including working in hospitals, which leaves less of the work force providing primary care.
Canada also earmarks 5.3 per cent of its total health budget for primary care, well below an average of 8.1 per cent among other OECD countries, the report says.
In addition, the report notes that Canada’s infant-mortality rate was 4.5 deaths for every 1,000 live births in 2020, the highest among the ten countries."

Maybe start by changing the pay scheme for doctors. Fee for service overloads the system with tests and gives stopwatch service.
We seem to have civil servants mandated with running a govt service like a business. A conglomerate of oxymorons.
More money spent the wrong way just wastes it faster.

Create more training spaces. Because many people who apply don't get accepted into medicine even though they have the marks, because there is not enough spots for them.

Make more training spots available for nurses instead of the industry protecting their jobs(pay)
everyone knows young people who couldn’t get into nursing with good marks because it is too competitive for the few spots there are
