Middle Eastern countries are not investing in green energy to save emissions. And they are certainly not doing so to reduce their fossil fuel production. Their investment in renewable energy is the proverbial drop in the bucket compared to their ongoing investments in future fossil fuel production. Saudi around gold and OPEC both forecast fossil fuel energy consumption continuing to increase for decades to come.
Aside from the obvious window dressing, a desert country without winter has peak energy demand for air conditioning and things like irrigation. For which solar is actually well matched. Why would they burn valuable fossil fuels which can be exported, when they also have reliable well matched solar resources.
None of the above applies to the situation in canada.
