Considering Trump's ego and his likely desire to leave a legacy in his second presidency, being the first president in almost 160 years to add territory to the continental United States might just be the actual game plan.

This may sound like i'm a trump fan, i'm not but....
Trump is a salesman... he's always negotiating, he's always reading the room. By throwing this out there, just like the tariff talk he's negotiating a bargaining postion.
....it's not necessarily to add territory but will get us talking seriously about national defence (for instance)

If I were Prime Minister, I’d be negotiating a trade. The Greater Toronto Area, which includes Etobicoke, North York, Scarborough, York, East York, Toronto, Mississauga and Brampton, trade them all for Alaska.

We’d be rid of most of the Liberal voting seats and a good chunk of the immigrants that Trudeau let in.
