ETA (electronic travel authorization) for Britain

I thought it was April Fools but I think I was wrong. Everyone intending on being admitted to Britain requires a 12.50 pound pre-authorization to be accepted on their soil. Good idea or not? No more last-minute flights into Dublin for me, I guess.
